Answer:-  Obligatory Hajj remains obligatory and her husband's death does not change
any thing in this matter. She has to go for Hajj even if she is in Iddah

Sunnis including Bukhari and Muslim from Ibn Abbas that the Prophet ordered
Muslims to perform Tawaf before leaving Masj
id AL Haram, this is Tawaf Al Nisa. Due to political reason the wrong
rulers in the history of Muslims tried to deviate Muslims from their proper
Islamic practises like Wudhu, Salat, Hajj etc. In Hajj they omitted Tawaf
Nisa and replaced it with Tawaf Al Wida which is in fact a recommended
Tawaf before leaving Mecca but they claimed that Tawaf Al Wida is
obligatory and ignored Tawaf An Nisa deliberately.
