Question:
As per Syed Al Khoei, can a yearly date (already set) be changed to a half yearly date to pay khums twice a year. Eg. If someone has date set for Jan 1 every year can he add additional date to calculate and pay khums with half yearly calculations on Jan 1 and July 1 respectively? Wherein on the date he will NOT take into account incomes for last 6 months as one year is not over.

Yes it is allowed.

Assalamalaikum, I need some clarification on disposal of zakat ul fitr.If a person says he/she is poor and needy should we believe or investigate further especially when we have doubts about it. JazakAllah
Answer:
You are not allowed to give Zakatul Fitra to a person whom you doubt,
because it is the right of the really poor persons and we have to be sure
that it reaches to the really poor.

Answer:
Usually, every Wakeel of Marje of Taqleed has a written evidence ( Wakalat
Nama). This evidence should be enough to prove. If you ask the office of
the Marje, they should be able to inform.

Asak I belong to a sadaat family from father side . But my mother is non sadaat. . Now wen i pay khums after giving imaam huq. And.rest of money where should i pay. . In my eyes there is no sadaat.but there are many relatives who deserve it from mother side. . In this case can i give half money to non sadaat. who are my relatives from motherside. .
Answer:
Half of the Khums is for needy Sadaat, and other half is the share of the
Imam (AS). You can not give from Sadaat share to any non Sayyed, but you
may seek permission from the Marje of Taqleed to pay part of the share of
Imam (AS) To your non Sadat poor relatives.
